You can only give your Pokemon a max of 10 vitamins (10 evs each thats 100)

I suggest level 5 maybe but one is good to. Just that they don't get any evs.

For defense do Geodude.

thing to do is go on smogon. go to the types. pick electric. then look through them till u find a good wall. and, if u use google, it will answer any questions u have about EV training
